The
Head of Development
at
paytech
leads the entire engineering organization, overseeing all developers and team leaders across multiple product lines. This role combines strong technical leadership with hands-on experience in building and managing high-performing development teams. The Head of Development will design and refine engineering processes, remove delivery bottlenecks, and ensure consistent, high-quality product delivery across the
paytech ecosystem
.

The ideal candidate comes from a
payments or whitelabel payment platforms
background, has a strong technical foundation in
Java
and
Oracle
, and has a proven record of building, structuring, and scaling engineering teams in complex, high-volume environments.

Key Responsibilities

  • Lead, mentor, and support all team leaders and engineers across backend, frontend, and integration areas.
  • Actively participate in the
    hiring process
    , helping identify, assess, and onboard top technical talent.
  • Build, structure, and scale
    high-performance development teams
    , fostering collaboration and technical excellence.
  • Design and implement efficient development and delivery processes to increase velocity and maintain quality.
  • Identify and resolve delivery bottlenecks, technical debt, and process inefficiencies.
  • Define technical goals, KPIs, and delivery milestones in alignment with the CTO and product strategy.
  • Conduct regular code reviews and enforce strong engineering, security, and performance standards.
  • Collaborate with Product, DevOps, QA, and Integration teams to ensure technical delivery meets business and quality targets.
  • Support the CTO in long-term technical strategy, scalability initiatives, and architectural consistency.
  • Champion a culture of ownership, innovation, and continuous improvement across all teams.

Requirements

  • Minimum
    5 years of experience in software development
    within
    payments or whitelabel payment platforms
    .
  • Proven track record in
    building and leading high-performance development teams
    in a SaaS or fintech environment.
  • Strong hands-on background in
    Java
    and
    Oracle
    .
  • Demonstrated experience in
    technical hiring
    , team structuring, and talent growth.
  • Deep understanding of payment flows, transaction orchestration, and API integrations.
  • Skilled in optimizing engineering processes, pipelines, and quality frameworks.
  • Excellent leadership, communication, and analytical skills.
  • Ability to combine technical depth with strategic and people leadership.
  • Fluency in
    Russian and English
    (both required for daily communication).

Preferred Qualifications

  • Experience working with
    AWS
    or other large-scale infrastructure environments.
  • Familiarity with
    PCI DSS
    , data protection, and compliance frameworks in payments.
  • Passion for AI
    and its practical application in software development.
  • Proven ability to
    promote and integrate AI tools and practices
    across teams to enhance coding efficiency and delivery quality.
